Thomas Jefferson letters, 1808.

Three letters written by President Jefferson to the Secretary of the Navy, Robert Smith. The first, dated February 14, 1808, expresses his belief that the United States must use some of its gun boats to aid in enforcing the Embargo Law. The letter dated April 20, 1808, was started in another hand, addressed to the Senate, and nominates Joseph Tarbell to be promoted to Master Commandant in the Navy. In his note at the bottom, Jefferson asks Smith for clarification on the promotion. The last letter, dated August 19, 1808, again discusses gun boats and Jefferson questions their need in New York Harbor.
